The Hong Kong Reprographic Rights Licensing Society (HKRRLS)

What is HKRRLS?

HKRRLS is an agency which helps those who need to make copies of copyright works by providing them with the necessary copyright licenses. It saves the individual user the difficulty and expense of negotiating deals with individual authors and publishers.

HKRRLS operates under the umbrella of the International Federation of Reproduction Rights Organisations (IFRRO). (See IFRRO¡¯s website at www.ifrro.org.) This means that apart from representing local authors and publishers, we represent rightsholders from other places in the world which come under the IFRRO umbrella.

What sorts of works can we authorize you to copy?

In principle, HKRRLS can provide copying authorization for the following published literary works ¡ª

  • books;
  • newspapers;
  • magazines;
  • journals/periodicals;
  • musical works embodied in music sheets or other hard copy form;
  • dramatic works embodied in scripts or other hard copy form; and
  • artistic works embodied in any of the above published literary works.

HKRRLS is authorized to license copying from published editions of specified literary works including those which embody musical, dramatic and artistic works. A licence from HKRRLS covers all published works except those specifically excluded from the licence.

Are there limitations on what HKRRLS is prepared to license?

Yes. In most cases we will only offer a license for limited copying without further reference to HKRRLS on a case-by-case basis. In particular, we restrict our copying licenses to ¡ª

  • a certain proportion of a literary work; or
  • one article from each issue of newspaper, journal or periodical.

*Application to copy proportions of a work greater than the above can be made to HKRRLS. If the application is approved, additional license fees will be charged.
