The Civil Aviation Department (CAD) issued a Notice to Regulated Agents (Issue 02/04) on 25 February 2004 stipulating the training requirement of the Regulated Agent Regime.
The Notice stipulated the training requirements for RA. Commencing from 1 January 2006, each Regulated Agent shall have at least two staff members attended a RA Security Training Programme acceptable to CAD. Upon successful completion of the training programme, training certificates are issued to individual candidates. All certificates carry a validity of 3 years. It is the responsibility of the RA to arrange their respective in-house refresher training in order to ensure their staff are continuously familiarized with the RAR requirements. Before expiry of the 3 years RA training certificate, RAs shall arrange their RA Certificate holders to attend and pass the RA Revalidation Test organized by CAD for the revalidation of the RA training certificate for another period of 3 years. CAD will issue a "RA Revalidation Test Result Notification" to the RA whose staff had attended the RA Revalidation Test.

In view of the large number of RA personnel attended the RA training sessions during the implementation stage of the RA training requirement in 2004, CAD would allow a 3 month extension of validity of existing RA Training Certificates for RA trained personnel to arrange for attendance of the test on this occasion. The following examples help to illustrate the extension period and the counting of validation period. If a RA personnel obtained a RA certificate on 1 Mar 2004, he/she should complete an RA Revalidation Test before 1 June 2007. If he/she attends the test on 1 May 2007, the certificate would be revalidated from 1 March 2007 until 1 March 2010. If a RA personnel attends a revalidation test before the certificate expiry date, the certificate would be revalidated from the existing expiry date for a period of 3 years.
RA personnel who fail to pass the test should attend the next available test organized by CAD. Alternatively, RAs may choose to appoint another personnel to attend the Cargo Security Training (Regulated Agent Regime) Course acceptable to CAD to meet the RA training requirement.
