Welcome! The Policy Bureaux of the Government Secretariat of the Hong Kong Special Administrative Region have been reorganised on 1 July 2007. The Constitutional and Mainland Affairs Bureau is responsible for the formulation and implementation of policies on constitutional development and electoral matters; promotion of the Basic Law; and coordination of the HKSAR's external affairs, the liaison and cooperation between the HKSAR and the Mainland, and the HKSAR Government's liaison with Taiwan organisations in Hong Kong. The Bureau will also be responsible for policies relating to the protection of human rights and access to information.
